			<content:encoded><![CDATA[<p>Delmon Young remained on the Detroit Tigers’ restricted list as of Monday afternoon, but that could soon change. Young is expected to be suspended by Major League Baseball for his anti-Semitic rant and arrest early Saturday, two unnamed sources told The New York Post.<span id="more-2226"></span>The suspension could be handed out today, The Post reported.</p>
<p>The report didn&#8217;t indicate a length of the suspension.</p>
<p>Young was placed on the restricted list Saturday and arrived at Comerica Park around 4 p.m. Monday, his first appearance with the team since his arrest.</p>
<p>Young, dressed in his Detroit Tigers workout gear, was greeted by handshakes from Prince Fielder and Justin Verlander, but was not available to the media for comment. If he is to receive a suspension, he will not be allowed in the team’s facility.</p>
<p>Young was arraigned in a Manhattan courtroom and was released on $5,000 bail on Friday after being accused of a hate crime.</p>
<p>He was charged with aggravated harassment &#8212; a misdemeanor charge punishable by up to a year in jail. His next court date is May 29.</p>

			<content:encoded><![CDATA[<p>Part of Detroit&#8217;s recent deal to mend its shattered finances could be threatened if Michigan officials on Thursday rule that a referendum to repeal the state&#8217;s controversial emergency manager law should be allowed on the November ballot.<span id="more-2198"></span></p>
<p>A decision by election officials to allow the referendum to be put before voters on November 6 would result in a suspension of the law, pending an actual vote on the measure.</p>
<p>Opponents of the law object to the power it grants to essentially replace local elected officials with an emergency manager during a financial crisis.</p>
<p>Stand Up for Democracy, the coalition that launched the petition drive to repeal the law, on its website calls the law &#8220;a power grab by politicians&#8221; and criticizes the emergency managers appointed by the governor as &#8220;neglected bureaucrats &#8230; unaccountable to local taxpayers.&#8221;</p>
<p>Detroit was able to avoid the state appointment of an emergency manager under an agreement reached early this month to put its finances under stricter control by the state.</p>

			<content:encoded><![CDATA[<p>Two women testified in a Detroit courtroom Tuesday that an 18-year-old man approached them as they walked alone on city streets this month, forced them at gunpoint to desolate areas and raped them.<span id="more-2191"></span></p>
<p>After hearing their testimony, a judge decided there was enough evidence for Job Hughley to stand trial on charges of first-degree criminal sexual conduct, which carry a maximum penalty of life in prison.</p>
<p>Hughley also is charged in an April 12 attack on a 37-year-old woman who was pushing her 6-month-old daughter in a stroller on the city&#8217;s northwest side. Police say he forced the mother to strip, then shot her in the back when she tried to run. A preliminary examination in the case was postponed until May 31 because the victim is unable to testify due to her injuries. Authorities have said the child was unharmed.</p>
<p>Defense lawyer Evan Callanan said he intends to ask the court for a psychiatric examination of Hughley.</p>
<p>The two alleged rapes happened to women in their 20s.</p>
<p>In the first case, which occurred around 7 p.m. on April 4 in northwest Detroit, the victim said she was getting off a bus when a man – whom she identified in court Tuesday as Hughley – showed her a gun, put it away and made her walk to an alley surrounded by abandoned homes.</p>
<p>&#8220;Take off all your clothes, or I&#8217;ll shoot you,&#8221; the woman recalled Hughley saying to her. She said Hughley threw her bag containing her cellphone over a fence and raped her. Afterward, the woman said Hughley asked for her phone number.</p>
<p>Prosecutors said the attack in the second case took place around 5:50 p.m. on April 10 on the city&#8217;s west side. The victim testified Tuesday that Hughley ran up behind her and pointed a gun at her.</p>
<p>&#8220;I said: `My money&#8217;s in my pocket,&#8217; &#8221; the woman testified. She said Hughley&#8217;s response was: &#8220;I don&#8217;t want that.&#8221;</p>

			<content:encoded><![CDATA[<p>Detroit Mayor Dave Bing on Monday laid out a budget proposal that would cut more than 2,500 jobs and shave $250 million in annual expenses after the financially struggling city agreed to state oversight that is aimed at fixing a deficit and long-term debt.<span id="more-2183"></span></p>
<p>Chief Operating Officer Chris Brown told City Council members the layoffs would be in addition to 1,000 job cuts Bing sought earlier. He said the city&#8217;s general fund revenues will decrease from $820.5 million to $739 million.</p>
<p>Bing&#8217;s executive budget proposal also calls for privatizing the city&#8217;s bus system and transferring its lighting department and airport to an independent authority. The plan also calls for eliminating departments — including workforce development and health and human services — and creating an authority to run them.</p>
<p>Proposed job cuts are wide-ranging and include the staffs of the mayor and city council, as well as buildings and safety engineering, finance, human resources and recreation.</p>
<p>Detroit has an accumulated <a href="http://www.sfgate.com/california_budget/">budget deficit</a> of $265 million and has $13.2 billion in long-term structural debt. A state-appointed review team determined last month that Detroit was under severe financial stress and recommended the city operate under an agreement with Gov. Rick Snyder&#8217;s office.</p>
<p>In doing so, the city avoided a state-appointed emergency manager, who, under state law, could have dismissed Bing and the council members. But the deal requires the city to meet specific financial reporting deadlines and make realistic revenue projects.</p>
<p>Monday&#8217;s proposals, which extend across all departments, expand on the legal budget proposal Bing submitted to council members on April 12. The initial $2.5 billion proposal came with a 10 percent pay cut for police and firefighters, a reduction in some city services, consolidations of other departments and concessions from city vendors.</p>
<p>The executive budget proposal includes job cuts to the staffs of the mayor and city council, as well as the following departments: police and fire, buildings and safety, finance, human resources, recreation, district court, water and sewer, transportation and others.</p>
<p>Even with lower revenue projections, the Bing administration has said it expects close to a $100 million surplus in the fiscal year that begins July 1.</p>
<p>Snyder, who spoke Monday morning at a business forum, said state and city officials are &#8220;asking for sacrifices,&#8221; but at the same time &#8220;creating a much better environment where job creation can happen.&#8221;</p>
<p>&#8220;We need a sense of urgency,&#8221; he said. &#8220;I don&#8217;t believe there&#8217;s still enough urgency there. I&#8217;m not seeing it across the board yet.&#8221;</p>

			<content:encoded><![CDATA[<p>Three business leaders — including Michigan&#8217;s former state treasurer — have been appointed to an advisory board that will monitor Detroit&#8217;s budget and fiscal turnaround, the governor&#8217;s office announced Thursday.<span id="more-2148"></span></p>
<p>Robert Bowman, Darrell Burks and Ken Whipple are the first of nine appointees called for under an agreement between Detroit Mayor Dave Bing and Gov. Rick Snyder. The agreement reached earlier this month kept cash-strapped Detroit from being placed under the control of an emergency manager.</p>
<p>Bowman was treasurer in the 1980s under Gov. James Blanchard. He is president and chief executive of Major League Baseball Advanced Media.</p>
<p>Burks is a specialist in business risk and internal control matters and is a partner with PricewaterhouseCoopers. Whipple, chairman of Korn/Ferry International, was an executive at Consumers Energy and Ford Motor.</p>
<p>The advisory board will monitor how the city manages its limited resources and report back to the state. It also will make recommendations to the mayor and help the city in preparing its 3-year budget.</p>
<p>&#8220;The financial advisory board will play a critical role in guiding the reinvention of Detroit,&#8221; Snyder said. &#8220;Each of these appointees is committed to the future of the city and our state, and I thank each of them for their willingness to step forward and serve.&#8221;</p>

<p>&#8220;Given the roles and responsibilities of the financial advisory board, as outlined in the agreement, it is important to have financial and program expertise from a variety of business sectors,&#8221; Treasurer Andy Dillon said. &#8220;Bob Bowman, Darrell Burks, and Ken Whipple provide an exceptional base for the eventual makeup of the advisory board.&#8221;</p>
<p>Board members are required to have at least 10 years of experience and have their qualifications confirmed by the Michigan Association of Certified Public Accountants or the Michigan Government Finance Officers Association. They will receive $25,000 in annual compensation.</p>
<p>Bowman was jointly appointed by Bing and Snyder. Burks is a Snyder appointee, while Whipple was appointed by Dillon.</p>
<p>Snyder, Bing and the Detroit City Council each will pick two additional board members.</p>
<p>&#8220;These are important appointments which set the tone for the caliber of people and the type of collaboration that is essential to the transformation of Detroit,&#8221; Bing said.</p>

			<content:encoded><![CDATA[<p>It&#8217;s the third straight year the Detroit Red Wingshave found themselves just one loss away from the season ending prematurely, only this time it&#8217;s in the Western Conference Quarterfinals.<span id="more-2114"></span></p>
<p>The Nashville Predators have taken a 3-1 series lead based off star goalie Pekka Rinne and the defense in front of him, despite Detroit having a staggering advantage in shots through the first four games (138-91). As the series shifts back to Nashville&#8217;s Bridgestone Arena for Game 5 on Friday (8 p.m. CBC,CNBC,RDSI), the Red Wings need to stave off elimination and get back into the series.</p>
<p>Here are five ways to do it:</p>
<p><strong>1. Keep the faith: </strong>If there is any good news in Detroit&#8217;s recent playoff failings, it&#8217;s that the Wings ought to be familiar with the position they currently find themselves in. Last year in the Western Conference Semfinals, Detroit got down 3-0 to San Jose and managed to win three straight to force a seventh game &#8212; which the Sharks won at HP Pavilion.</p>
<p>The big difference is that Detroit won Game 4 of that series on home ice to help swing momentum back in their favor. It will be a tougher task to regain lost footing on the road, but the Red Wings have the veteran leadership, talent and experience to do it.</p>
<p>&#8220;It definitely is a battle,&#8221; Detroit goalie Jimmy Howard said. &#8220;Right now they&#8217;re getting the bounces. We have to find a way to shift that. We&#8217;ve been in this situation before in this dressing room. I&#8217;m not giving up.&#8221;</p>
<p>Neither should his teammates.</p>
<p><strong>2. Tear down that wall: </strong>Nashville has leaned heavily on Rinne, who thrives with a lot of shots put on him. However, it&#8217;s not all Rinne. The Predators are also doing a great job of eliminating scoring chances from the middle of the ice in the offensive zone.</p>
<p>They&#8217;re keeping almost everything the Red Wings do to the outside and collapsing three or sometimes four skaters in front of Rinne whenever Detroit&#8217;s cycle game is working. The Preds are not only blocking shots &#8212; 61 so far &#8212; but also know the 6-foot-5 Rinne is behind them, able to see over the &#8220;wall&#8221; of teammates in front him.</p>
<p>Just think of what that &#8220;wall&#8221; will look like on penalty kills if 6-foot-7 Nashville defenseman Hal Gill can return for Game 5 from a lower-body injury that&#8217;s held him out of the first four contests. Detroit must not only find a way to break up the &#8220;wall&#8221; of Predators shot blockers, but also make Nashville pay when the Wings get a good scoring chance.</p>
<p>&#8220;A lot of times we&#8217;re making [Rinne] really good,&#8221; Red Wings defenseman Niklas Kronwall said. &#8220;He&#8217;s one of the best goalies in the League. We knew that coming into this series, [but] we have to capitalize on our chances, simple as that.&#8221;</p>
<p><strong>3. Patience is still a virtue: </strong>Their lack of scoring punch, especially in the last two games, is causing the normally disciplined Red Wings to abandon their hockey sense at key times &#8212; which has led to most of Nashville&#8217;s goals.</p>
<p>The Predators have lamented their own play after Game 3 and Game 4, but it looks like they&#8217;re just waiting for the right opportunities to counterpunch and making each count.</p>
<p>Detroit&#8217;s defense has been caught out of position on odd-man rushes several times, including a costly mental error to allow Kevin Klein&#8217;s game-winning goal in Game 4 &#8212; scored just minutes after Jiri Hudler knotted the game for Detroit 1-1 early in the third.</p>
<p>Martin Erat brought the puck over the Detroit blue line, split two Red Wings defenders before heading toward the left corner and taking a third defender (Ian White) plus goalie Jimmy Howard with him.</p>
<p>Erat slipped a sharp pass back to the uncovered Klein in the low slot and he scored into a wide open net for a 2-1 lead that stood up.</p>
<p>&#8220;I don&#8217;t know why we had that many players going after the puck,&#8221; said Red Wings captain Nick Lidstrom, who was one of the Wings who Erat initially split. &#8220;I know they crisscrossed in the neutral zone to create the chance they got. I think we got out of position. I actually have to watch the film to see how they got that wide open. I think we&#8217;ve got too many guys going after the puck instead of kind of staying in the slot and covering the guy in the slot.&#8221;</p>

			<content:encoded><![CDATA[<p>When Todd Bertuzzi spied a couple of Nashville Predators Monday afternoon wanting to play table tennis using the tables that belong to the Detroit Red Wings, he told team security, who took care of the matter. The Wings figure it’s fair game, since the Predators don’t play nice with them, either.<span id="more-2066"></span></p>
<p>“I came out of our room, saw some of their guys wanting to play on our Ping Pong tables and told security,” Bertuzzi told the <em>Free Press</em>. “I didn’t do anything else. I didn’t move the table myself.”</p>
<p>Rumors that Bertuzzi had personally packed up the table and wheeled it away swirled around the morning skates today. The Wings host the Predators at 7:30 (NBCSN) in Game 4 looking to even the first-round series.</p>
<p>No one among the Wings had heard of Ping Pong Gate, but greeted it with delight.</p>
<p>“You know he’s a terrible Ping Pong player,” Danny Cleary said with a grin. “At least he can do something with it. But it’s good. He’s our sheriff around here.”</p>
<p>When a TV reporter asked Detroit coach Mike Babcock about it during his morning news conference, he said, “Is that true or not?” A team spokesman yelled out, “no,” which made Babcock laugh.</p>
<p>“So that’s why stuff like that is rumors,” he said. “Lots of the rumors that are going around, honest to God, when I’m bored, I start them to get them going.”</p>
<p>Predators forward Brandon Yip confirmed that Bertuzzi was not around when he and Roman Josi were denied the opportunity to play Ping Pong by arena security at Joe Louis Arena on Monday.</p>
<p>“I don’t know where that came from,” Yip said of Bertuzzi being involved. “He wasn’t out there.”</p>
<p>Nashville coach Barry Trotz said, “If they want a Ping Pong table in Nashville, we’ll get them one. It’s their toys, we have our toys. We’re OK. It’s not a big deal to us at all.”</p>
<p>The team spokesman likened the situation to a visiting team’s player going into the home team’s gym and using the workout equipment, something that would never happen. Besides, the Wings feel it’s only fair to keep the Predators away from their hallway, as the Predators won’t allow the Wings to walk through the hallway outside their locker room at Bridgestone Arena, forcing the Wings to have to walk around to exit.</p>
<p>Bertuzzi, of course, did do his own handiwork in Game 2 of the series, when he challenged Shea Weber to fight in retaliation for Weber slamming Zetterberg’s head into the glass at the end of Game 1.</p>
<p>As for Tuesday night’s game, it looks like Bertuzzi will start on the third line, with Justin Abdelkader and Drew Miller, and Danny Cleary will be with Pavel Datsyuk and Johan Franzen. Babcock didn’t commit to anything, and the morning skate was optional, but based on what players said, that’s the indication. The other lines would be Henrik Zetterberg with Valtteri Filppula and Jiri Hudler and Cory Emmerton centering Tomas Holmstrom and Gustav Nyquist.</p>
<p>The focus is on starting hard, peppering Pekka Rinne with pucks, and forcing the Predators to play from behind.</p>
<p>“We’ve done some good things,” captain Nicklas Lidstrom said. “The result hasn’t been what we wanted in a couple of games, but we feel we’ve done some good things. We have to continue to play well without the puck and play well defensively, and take advantage of our opportunities when we have them. We’ve got to keep working and keep grinding.”</p>

<p>There was a sign in the crowd calling Weber a wanted man. There were chants coming from the cheap seats not suitable for print. There was a pregame radio show that asked if Weber was the biggest villain in Detroit sports.</p>

<p>The Austin, Texas-based retailer plans to open a 20,000-square-foot supermarket with about 75 employees in Detroit&#8217;s Midtown next year. One reason it may be willing to take the risk is that the neighborhood is an anomaly in a tough city enduring very tough times: People are moving in, businesses are opening and hopes are high.</p>
<p>Midtown wouldn&#8217;t yet qualify as a success story by revitalization standards in New York or Chicago. The 2-square-mile collection of smaller neighborhoods north of downtown still has vacancies and lacks the bustling, thriving feel of some of those larger cities&#8217; neighborhoods in transition. But it has solid anchors in Wayne State University, the Detroit Medical Center and cultural institutions such as the Detroit Institute of Arts and Orchestra Hall, as well as a growing number of startups and rehabilitation projects, and people are moving in thanks to relocation incentives offered by their employers.</p>
<p>It&#8217;s a hip, bright spot in a city that narrowly avoided a state takeover last week when Mayor Dave Bing, the City Council and Gov. Rick Snyder agreed on a deal giving the state input on Detroit&#8217;s finances and long-term fiscal restructuring. The city&#8217;s budget deficit is about $200 million.</p>
